To keep the size of the workbook reasonable it seems they split the workbook sheets for the year in half & provide the first half of the year’s worksheets in Bk 1 & the 2nd half in Bk 2. This also allows me to space out my expenditures for the school year a bit too.
We have a placement test for Horizons on our website that should help. You can find it at the link below (scroll down a bit). In general, the two courses should be fairly well matched although Singapore has a greater emphasis on problem solving skills. Your daughter will probably be OK starting with Workbook 2.
